Recap
Mustangs football blanked South Garland 58-2 on Oct. 9 to improve to 6-0 overall and 3-0 in district. Volleyball dropped a District 9-6A match at Garland on Oct. 6. City Council met Oct. 5 and approved several budget items, including a new backhoe, a body camera contract, and a police services agreement with the North Texas Tollway Authority. Garland ISD's District Affairs and Finance committees also met Oct. 6, but nothing on either agenda was specific to Armstrong, Sewell, Hudson, or Sachse High School.
City Hall
City Council met Oct. 5. On the consent agenda, council authorized buying a 2026 John Deere backhoe loader for up to $127,000, and approved a seven-year, $267,399.50 contract with Motorola Solutions for 42 body cameras, nine in-car camera systems, and four interview room cameras. In an action item, council approved a two-year agreement letting the North Texas Tollway Authority pay the city $154,701 a year ($309,402 total) for Sachse police to patrol about a mile of the President George Bush Turnpike that runs through the city; either side can end the deal with 180 days' notice. Council also approved renewing the city's group insurance plans for 2027, including a new medical premium with United Healthcare. Read the full Oct. 5 agenda packet.
What this means: the city's total medical premium for 2027 is $3,554,846, which is $872,323 more than this year. The city is covering $603,449 of that increase from its budget. The rest is being split through adjusted employee contributions and plan changes. The agenda packet doesn't give the final per-employee cost.
Separately, council held a first discussion on possible 2027 bond projects, though no project list or dollar figures were posted for that item. The newly appointed seven-member Bond 2027 Committee held its first meeting Oct. 8, elected its officers, and got an overview of the bond process and timeline. No specific projects or costs have been proposed yet. Read the Bond 2027 Committee agenda, or see sachsenews.com's coverage of the bond discussion.
Looking ahead, the city's Economic Development Corporation board meets Oct. 15. On the agenda: a closed-session discussion of incentives for a project proposed by BH Invesco, LLC near Bunker Hill Road and Miles Road, plus continued deliberation on an existing incentive offer known as "Project Crimson." The board may also take a public vote on the BH Invesco incentive after that closed session. Read the EDC board's Oct. 15 agenda. The Library Board and Planning and Zoning Commission were both scheduled to meet Oct. 12 but both meetings were cancelled.
Separately, the city has a public auction of surplus property live through Rene Bates Auctioneers, with bidding ending Oct. 20 at 10 a.m. Auction details.
Schools
Garland ISD's District Affairs Committee and Finance, Facilities and Operations Committee both met Oct. 6, along with a special Board Bond meeting the same evening. None of the three agendas named Armstrong Elementary, Sewell Elementary, Hudson Middle School, or Sachse High School specifically, and none included a bond vote, calendar change, or new districtwide policy. The committees did take up some items that will go to all campuses, including approval of the 2026-27 district and campus improvement plans and HB3 improvement plans, and a batch of General Fund and Student Nutrition Services budget transfers for 2026-27. The bond meeting covered ongoing Bond 2023 construction items, including a replacement architect for a future elementary school and a new guaranteed maximum price for the Gilbreath-Reed CTC addition, neither of which affects the four local campuses directly.
